Gary Risley is a trusted, experienced San Juan County Probate Judge with over 40 years of legal experience and more than a decade on the bench. Known for his commitment to fairness, integrity, and the rule of law, Gary has built a reputation for guiding families through the probate process with clarity, compassion, and common sense during some of life’s most difficult moments.

A graduate of Baylor University School of Law, where he earned one of the top scores on the Texas Bar Exam, Gary began his career in Texas before relocating to Farmington, New Mexico in 1987. He served as General Counsel and Vice President of Legal Affairs for Mesa Air Group during a period of significant growth, helping guide the company through complex mergers and acquisitions. He later practiced with Miller Stratvert before founding his own firm, where he focused on estate planning, probate law, business transactions, and water law—building the foundation for his expertise as Probate Judge.

Today, Gary also serves as Chief Deputy District Attorney for the 11th Judicial District, managing a large legal team and overseeing operations with accountability and leadership. His background reflects a lifelong commitment to public service, legal excellence, and responsible leadership.

Beyond the courtroom, Gary’s faith and values have shaped his dedication to the community. He has served in leadership roles with numerous organizations that support families, children, and those in need, including faith-based initiatives focused on protecting life, strengthening families, and providing transitional housing. His service includes work with local nonprofits, church-led outreach, and organizations committed to helping vulnerable populations with dignity and compassion.

A lifelong conservative and proven Republican leader, Gary has been deeply involved in advancing principles of limited government, personal responsibility, and strong communities. He has served as Chairman of the Republican Party of San Juan County, Vice-Chair at the state level, and a delegate to the Republican National Convention, demonstrating a long-standing commitment to leadership and civic engagement.
